The purpose of the agreement is to strengthen Ukraine’s access to strategic materials as well as the ability to produce ammunition and warheads. Both are critical to ensure endurance and strategic autonomy in a wartime situation.

The agreement has two main points. One is that Nammo and a Ukrainian partner intend to establish a joint venture that will jointly produce, develop, and sell ammunition in Ukraine. This is based on an already completed technology transfer and supply chain cooperation for artillery ammunition, funded by Norway. The intention is to strengthen Ukraine’s ability to produce its own ammunition. National and supranational donors will also be able to allocate funds to be used for the purchase of finished ammunition for Ukraine.
The second part of the agreement focuses on further strengthening and expanding the cooperation between Nammo and the Ukrainian partner. The goal is to make Ukraine self-sufficient in the entire ammunition supply chain.
The 2024 agreement, financed by the Norwegian government, where Nammo shares technology and production methods while the products are produced under license in Ukraine, has been very successful. The Ukrainian partner will now gain access to more products and additional technology. This also includes the production of important components and input materials, including in the propellant and chemicals categories.

Sandvik.
